A Commonwealth Parliamentary Association (CPA) Resource Team will be visiting St Helena for one week from Saturday, 20 January to Saturday, 27 January 2018, to deliver a Post-Election Seminar for Members of the St Helena Legislative Council.
The Resource Team comprises of the Hon Barry House, former President of the Legislative Council of Western Australia; the Hon Niki Rattle, Speaker of the Cook Islands Parliament; Mr Roger Phillips, Clerk of Tynwald, Secretary of the House of Keys and Counsel to the Speaker, Isle of Man; and Ms Meenakshi Dhar, Acting Head of the CPA Private Office.
The CPA has been delivering Post Election Seminars for over 20 years. The Seminars are aimed at building the capacity of newly elected Members of Parliament so they function efficiently and effectively in the performance of their democratic duties. They also serve as a refresher course for returning parliamentarians.
The Post-Election Seminar will begin at 9am in the Council Chamber on Monday, 22 January and will incorporate 14 different sessions with the closing session scheduled for the morning of Friday, 26 January.
Sessions will cover a range of topics including ‘The Evolution of Parliamentary Democracy and the Constitution of St Helena’, ‘Public Speaking – Enabling Parliamentarians to Communicate Clearly and with Impact’, ‘Practice and Procedure in the House’ and ‘Ethics and Accountability of Members of Parliament’.
Ms Dhar will also be launching the CPA Roadshow to school children on Friday, 26 January, when children will have the opportunity to learn more about the Commonwealth, democracy and parliamentary matters.
