St Helena Police have been consulting with communities across the Island as part of their Neighbourhood Policing Programme. A series of well attended meetings and surgeries were held in various districts, with a range of subjects discussed.
Concerns raised in various districts included:
Half Tree Hollow
Concerns were received from residents and visitors about dogs wandering and fouling in the Half Tree Hollow, Cow Path, Red Hill and White Gate as well as Rosemary Plain and Cleugh’s Plain areas.
As part of their Community Engagement, Police Officers will patrol the abovementioned areas. Any dog/s seen wandering or fouling will be captured, and the owner will be informed. The identity of such animals will be checked against the database to prove and confirm that such animal is licensed. There is a possibility that dog owners, who allow their dog/s to wander on a public highway, can be liable to prosecution if it is established that an offence is being committed. A public announcement will be made via radio, informing all dog owners to keep their animals under proper control and not to allow them to wander onto a public highway; this is an offence under the Cats & Dogs Ordinance. The Police Directorate will be launching a campaign in January/February 2018 to educate the public on offences which can be committed under the Cats & Dogs Ordinance. This campaign will be in an effort to curb the practice of owners allowing their dogs to wander and to promote public safety.
Longwood
A report was made of persons loitering and crowding in the Longwood Bus Shelter. Persons are also urinating in and behind the Bus Shelter. Members of the public have reported feeling intimidated by such presence and activity and have to stay outside or on the Avenue in the weather to avoid this when they have a genuine need for the use of the Shelter.
This matter is currently being discussed to find a permanent solution to the issue, an update on the action of such issue will soon follow.
Levelwood
Continued concerns have been raised about having speed bumps placed outside of Silver Hill Shop. Members of the public using the shop have to step out into the main road to access the highway, and find it dangerous with drivers speeding in this small and restricted area.
This is a repeated issue which has been forwarded on to the Highways Authority and is pending their action. However, in the meantime, Police will patrol the area and monitor driving standards and deal with any offences committed.
Jamestown
Concerns were raised from the residents of Botanical Gardens (Run Side) about the amount of weeds and grass growing through the concrete which is very untidy. They would like it to be maintained more often.
This issue was referred to ‘Report It, Sort It’ who will provide an update upon request.
Members of the public felt it is necessary to place safety rails at Botanical Gardens Flats so vehicles do not block the main entrance to the building itself.

Members of the public felt strongly that more Police patrols are needed in Upper Jamestown.
Police Officers have been carrying out more high visibility foot patrols since this request was received, and will continue to show their presence whenever possible.
Concerns were raised about placing safety railings along The Run, in particular in the area directly outside of Botanical Gardens Flats. Young children have access to and play in the area which poses a danger (as they have a restricted play space) of falling into The Run.
This matter was referred to ‘Report It, Sort It’ with the understanding that Police will require an update to inform the public of any action.
The clay pipe in Botanical Gardens Flats car park needs to be recovered as it is currently exposed and injury could occur to pedestrians walking past, and damage could also be caused to vehicles parked in the area.

The road and car park at lower Botanical Gardens Flats needs to be resurfaced, due to the bad condition of the road I.e potholes, uneven surfaces and loose grit. This poses a safety risk, especially to the elderly people that use this road to gain access to their residences.
This matter was referred to ‘Report It, Sort it’ who will feedback to the Police Directorate on any action taken.
The trees between Botanical Gardens and Brick House need to be cut back. Members of the public have expressed that this issue is an eyesore as it looks very untidy. It’s also hazardous to the public as fallen branches could injure pedestrians.
This was referred to ‘Report It, Sort It’ who will give an update once action is taken.
The steps and walkway between Botanical Gardens Flats and Brick House need to be cleaned up. The litter and dead leaves accumulating on the path is an eye sore and hazardous in wet conditions.
This matter was referred to ‘Report It, Sort It’ who will provide feedback to the Police Directorate on any action taken.
There were no concerns raised from the areas of Rupert’s, Sandy Bay, White Gate, St Paul’s, New Ground and Blue Hill.
