ENVIRONMENT & NATURAL RESOURCES COMMITTEE MEETING

The Environment & Natural Resources Committee (ENRC) met on Thursday, 14 December 2017, to discuss a number of issues.

During discussion on the Community & District Roads Project, it was recognised that funding has been cut back to £25k. Successful and unsuccessful applicants for community and/or district road funding will be notified but the uncertainty with the forthcoming funding might still see cause for further implications.

The decision to allow Creative St Helena to use the lower area of the Duke of Edinburgh Playground in Jamestown is now with Crown Estates. This is awaiting some legislation changes, with some Health & Safety matters also needing to be addressed.

The Landscape & Ecology Mitigation Programme (LEMP) is nearing completion. It was recognised that maintaining the work which has been done could cause problems, including possible staff cuts. It was agreed that a long-term solution to build on the work completed must be sourced and that further work and discussions must take place.

The Darwin Project for Lobster Conservation has been approved, pending funding approval.

A financial update was presented, though it was recognised that finalising the report would prove difficult as important updates from Corporate Services are yet to be received by the ENRC.

Under Any Other Business, the disabled access at Mantis St Helena Hotel was discussed. The disabled access ramp is becoming a Health & Safety hazard, with several reports being received of pedestrians tripping on the uneven surface. It was agreed that the Director would address this with the stakeholders, with the possibility of introducing signage to help prevent further accidents until a favourable corrective solution can be found.

The issue of coastal roads in and out of Jamestown via West Rocks and Rupert’s was tabled. Costing and feasibility was highlighted and members were all in agreement that the main stakeholders should be brought back to the table for further debate and discussions.
