SOCIAL & COMMUNITY DEVELOPMENT COMMITTEE MEETING – WEDNESDAY, 14 NOVEMBER 2018

 The Social & Community Development Committee (SCDC) held their monthly meeting on Wednesday, 14 November 2018.

Crown Council (Civil) Andrew Radley attended for discussions on the Information Bill advising that the General Data Protection Regulation passed by the European Union (EU) last May may apply to Overseas Territories and is thus relevant to the development of the Information Bill. The Committee agreed that consultation on the Information Bill should be halted until a more in-depth assessment can be made.

Councillors Derek Thomas and Cyril Leo who respectively head Working Groups examining Immigration and Social Security legislation gave updates. The plan is for a draft Immigration Bill to be ready for public consultation early in 2019. Work on the review of the social security system had progressed in a number of areas and costing of options could now be done.

Committee noted that once legal clearance is received on the St Helena National Trust Bill it will be ready for public consultation before presentation to Legislative Council.

No report had yet been received following the visit of Kirsty Mason who was recently on Island to review progress on Safeguarding issues.

Committee discussed and agreed that work should progress on the Minimum Income Standard.

A follow-up of awareness raising on employment rights that occurred in March was supported.

 The SCDC comprises of voting members Councillors Anthony Green (Chairman), Cyril Leo (Deputy Chairman), Kylie Hercules, Derek Thomas and Gavin Ellick. Non-voting members are the Director of Safeguarding and the Government Economist. The Committee Secretary is Andrea Mittens.
