SOCIAL & COMMUNITY DEVELOPMENT COMMITTEE MEETING

The Social & Community Development Committee met on Wednesday, 13 December 2017, to discuss a number of issues.

The following was discussed in the Open Session:

A proposal to amend the Liquor Ordinance was presented to the Committee. It was agreed for Section 8 of the Ordinance to be amended to permit an application to be made on the occasion/s of any entertainment or special event, provided that:

  1. Upon all occasions for which the licence is granted, the location and other arrangements for the sale and consumption of alcohol are identical; and
  2. The licence so granted is valid for no more than 26 specified occasions covering no more than two days in any seven day period and no more than two consecutive days

The proposed amendment will reduce the administrative burden upon the court and upon businesses that operate mobile bars.

A proposal to amend the Births & Deaths (Registration) Ordinance was considered and agreed by the Committee. This will permit the registration of births and deaths that occurred overseas. The proposed legislation will remove some of the difficulties experienced by parents who live on St Helena but whose babies are born overseas. It will also make it easier to administer the estate of a person who lived on St Helena but died overseas.

The Marriage Bill, Welfare of Children’s Bill, and Domestic Abuse Bill will be presented as Government Business at Formal Legislative Council today, Tuesday 19 December 2017.

The Social & Community Development Committee comprises Councillors Anthony Green (Chairman), Cyril Leo (Deputy Chairman), Kylie Hercules, Derek Thomas and Gavin Ellick. The non-voting member is the Director of Safeguarding. The Committee’s Secretary is Miss Nicole Plato.
