Development Application – siting of two containers at the Horse Point Quarry, Longwood North
The Chief Planning Officer (CPO) described the application and recommendations of the Land Development Control Authority (LDCA). The Development Application was referred to ECiP under section 23(1) of the Land Development Control Ordinance 2013 which requires the referral of applications for mining or other exploitation of minerals. The development is for the storage of explosives associated with the existing quarrying operation.
Minister Thrower expressed his concern regarding the lack of a response from the Royal St Helena Police Service in relation to the security of explosive materials. While it was noted that these materials, without detonators, could be regarded as benign in storage, concerns remained about their security and the potential risk in the event of burglary or a fire. It was acknowledged that these matters fell outside the remit of the planning process and should be considered separately through the appropriate policy forum.
Executive Council in Planning endorsed the LDCA’s decision and approved the granting of full development permission, subject to the conditions specified by the LDCA.
Executive Council in Planning also undertook to identify the appropriate forum for considering the policy framework governing the safeguarding of explosive materials.
