As part of their Neighbourhood Policing Programme, St Helena Police Officers will continue their ‘beat surgeries’ in various places around the Island throughout June 2017.
These surgeries are designed to take place in busy areas where it is easier for more people to attend (see dates & times below).
A questionnaire will also be available so people can tell the Police what concerns them most in their area. This will help the Police identify patterns which will then help them to develop a problem solving plan.

Governor Lisa Phillips hosted a special reception at Plantation House last night, 16 May 2017 to formally thank all involved who played a big part in getting the stranded passengers in Cape Town, back to St Helena.
The reception was attended by SHG Officials, Councillors and the stranded passengers themselves.
Governor Lisa Phillips said:
“There was a lot of work going on behind the scenes to ensure that the people got home. It was no easy task and it took commitment and resourcefulness on the part of many.
“I would like to pay tribute to SHG officials that pulled this off so quickly, and thank those who were stranded in Cape Town for showing the accustomed St Helenian resilience that I have come to admire so much; 3 May 2017 will go down in St Helena’s history.”
‘Thank you’ and ‘Congratulations’ cards were presented to all involved, including passengers that arrived and departed the Island via the 146 Avro RJ85 Aircraft.

The St Helena Police Service would like to advise the public that they will be live firing at Cox’s Battery shooting range on Thursday, 18 May 2017.
In the interest of public safety, the area will be closed to the public for the duration of the live firing. Appropriate warning signs will be in place.
The Police Service would like to thank the public for their support and understanding.

Progress continues at the Jamestown Swimming Pool with the following works currently underway:
- Total refurbishment of the male and female changing rooms by the Public Works team
- Repair of the wall abutting the Swimming Pool by the St Helena National Trust
Materials are also being sourced from Cape Town to re-pave the entire pool area and to replace the coping stones.
New equipment for the pump room is expected on the next ship from Cape Town and the Technical Services team of ENRD has drawn up a specification of works (which will shortly go out for tender) to install this new equipment.
It is expected that works at the Swimming Pool will take another 8-12 weeks to complete but the end result will be a much improved and future-proof swimming pool facility for all to enjoy.

Community Psychiatric Nurse, Katie West (photo attached), arrived on-Island on Wednesday, 3 May 2017, to undertake her new role within the St Helena Mental Health team. Katie is on-Island for one year and is based at St John’s Villa in Jamestown.
Katie said:
“My post will require me to offer face-to-face assessments to anyone seeking support from our services because they are worried about their mental health.”
Following these assessments, treatment and medication can be offered, but more commonly, support can be provided in various practical ways, including learning skills and techniques to manage symptoms – either by working with nurses, the team psychologist, or by accessing help online.
Katie added:
“We are also going to be offering groups, where people can come and share their experiences and offer moral support to one another as part of their recovery.”
The St Helena Mental Health team is well established and comprises a Mental Health Nurse, Social Worker, Psychologist and a visiting Consultant Psychiatrist. The team offers a confidential 24-hour service and has a great deal of knowledge and experience in many different areas of mental health – obtained from several different countries.
Katie has worked as a Mental Health Nurse for the past 15 years in various different posts, but always with adults who are acutely unwell. Before coming to St Helena, Katie worked as a Psychiatric Liaison Nurse in an A&E at her local hospital in the UK.
Director of Health, Akeem Ali, said:
“We welcome Katie to the Mental Health team and the Health Directorate. We are pleased that she’s able to hit the ground running because of her extensive experience working in the mental health field. Katie will add to our capacity to give direct support and care to our clients while also working with the wider community team to promote better mental health.”
Katie concluded:
“I hope my arrival on St Helena will further expand the range of support we can provide. I am also hoping to be able to offer some education to my colleagues in the General Hospital and to local employers, regarding how to support their employees who are experiencing mental distress.
“I have found everyone to be so welcoming and hospitable. Waving to people as you pass by is such a simple gesture that costs nothing but conveys a sense of consideration and warmth to each other.”

Members of the public are reminded that they can arrange to meet with Claims Officers to discuss Unemployment Benefits, Income Related Benefits or Basic Island Pension by calling 22605 on weekdays between 8.30am to 4pm.
Persons are welcome to visit the Benefits Office in the Post Office Building to arrange an appointment but should note that Claims Officers may be unable to meet immediately due to pre-arranged meetings. It is therefore advised to telephone the Claims Office to confirm availability before visiting.
Your cooperation is greatly appreciated.
Leaflets explaining more about Income Related Benefits and Basic Island Pension are also available at the Customer Service Centre.

The public is advised that the Highways Authority has given approval for the Roads Section to close Shy Lane from Wednesday, 17 May, to Friday, 23 June 2017.
This closure is to enable the Roads Section to knock down and rebuild a retaining wall.
As usual, only Emergency Services will have access through the road during this period.
The Roads Section would like to thank the public in advance for their continued understanding and cooperation.

Financial Secretary Dax Richards this afternoon delivered his first Budget Speech for St Helena, following agreement of the Financial Aid budget settlement of £28.7 million for 2017/18.
Financial Secretary Dax Richards said:
“I believe that 2017/18 can bring about the change needed to turn around the fortunes of the Island and our people. This year’s budget will see an increase in public spending on essential services of £5.8m – the largest increase we have had year on year. This complements the anticipated start of commercial air services later this year.
“It is so important for all of us to work in partnership in order for everyone on the Island to benefit and put us on the path to becoming more self-sufficient.”
Highlights from the 2017 speech include:
- Total recurrent public spending is planned to be just over £42 million in this financial year. This is an increase in spending of some £5.8 million compared to last financial year
- Total financial aid support for this financial year will be £28.7 million. This is an increase of £6.2 million from last financial year, representing over 27%
- The most significant spending increases are on Shipping, Health, Education and Safeguarding
- Spending on Health will increase by £250,000 (4.5%)
- Spending on Safeguarding will rise by £267,000 (7.3%)
- Spending on Education will rise by £270,000 (8.9%)
- 2017/18 will see a further increase in both Basic Island Pension (BIP) and Income Related Benefits (IRB), at a cost of £100,000
- Additional support in the year ahead for fishing
- For the year ahead, there are no significant changes in taxation
- A reduction in the rate of customs duty to 5% on renewable energy generation and storage systems like solar panels, photovoltaic panels and wind turbines
- A reduction in the rate of customs duty to 5% on rain water storage
- The basic rate of tax remains at 26%, personal tax allowance stays at £7,000 and income tax paid by companies stays at 25%
- Total forecast revenue for the year is £42.1 million
- The impact of exchange rate fluctuation and inflation continues to put pressure on the budget
- Annual inflation of the retail price index is currently 4.7%

The public is advised that the Roads Section of ENRD will be carrying out line painting works from the bottom of Main Street, in front of the Castle Gardens, down through the Grand Parade and in front of the Court House and the Castle, Jamestown, on Sunday, 14 May 2017.
Line painting will take place from 6.30am until 3pm and all vehicle users are asked to vacate these areas to allow works to take place.
The Roads Section apologises for the short notice and thanks the public for their continued support and cooperation.
