The Agriculture Section of the Environment, Natural Resources & Planning Portfolio has recently started a series of radio programmes called ‘Roots & Hooves’ that will provide information to farmers, producers, and the general public on the services and support available.
Through the regular radio programme, the Agriculture Section is aiming to increase general awareness around farming and local produce, encourage more people to take up farming and also offer tips/techniques for new farming methods.
The radio interviews will broadcast bi-weekly on local radio stations at the following times:
- Saint FM – 10am and 6pm on Wednesdays
- SAMS – 1pm on Sundays and 11am on Tuesdays.
Information articles will also be published in local newspapers.

The annual awareness raising campaign – ‘Stand up and Speak out’ against Domestic Abuse – funded by the UN Development Programme St Helena Domestic Violence Project and coordinated by the Social Care Directorate, under the Health & Social Portfolio, will start on Thursday, 18 November, and end with a final awareness raising event on Friday, 26 November 2021.
The aim of this campaign is to highlight how important men are in ending abuse against women and children. Our mission is for all men to fulfil the White Ribbon Promise to never commit, excuse or remain silent about male violence against women. We act as a catalyst, encouraging people, and especially men and boys, to individually and collectively take action and change behaviour.
Leading up to the UN International Day for the Elimination of Violence against Women (White Ribbon Day) on Thursday, 25 November, the White Ribbon Campaign multi-agency Committee is also encouraging the community of St Helena, irrespective of age and gender, to come together, and say ‘no’ to violence against women. Our voice is strengthened by working together with many men and women, our supporters, ambassadors, champions, organisations and policy makers, to raise awareness, educate and campaign to bring about change.

*The White Ribbon Campaign Working Group is appealing to all businesses/organisations to nominate a representative/s to participate in the White Ribbon Parade through Jamestown on Thursday, 25 November. We ask that all businesses and organisations nominate one employee to join in the March. The March will consist of chanting ‘say no to domestic violence’ to show disapproval against domestic abuse toward women and girls and banners displaying anti- domestic violence messages. The March is open for all to join. Persons are requested to wear their White Ribbon Campaign T-shirts, if they have in their possession, or dress in a white, purple, or black T-shirt. ** This Campaign highlights how important men are in ending violence against women and girls. St Helena Government is aware that this week’s Executive Council Meeting was a departure from previous practice where a development application was considered by Governor in Council in a closed session.
Under the present constitutional arrangements Executive Council must be collectively responsible for all decisions it takes. This constitutional requirement expressly ensures that the whole Cabinet is held responsible for advice tendered to the Governor. Even though collective responsibility for any decision taken is essential for good government it is also vital that Ministers are able to have vigorous and dissenting debate (if required) before any decision is taken. To have such debate in public would undermine the constitutional duty of collective responsibility and to have a public session with no room for such frank debate would not serve the interests of good government.
The requirement for planning authority meetings to be held in public (at s6(2) of the Land Planning and Development Control Ordinance) applies to meetings of the ‘Authority’. That is the Land Development Control Authority. Such provision does not apply when planning matters are considered by Governor in Council.
Previously Governor in Council considered the whole of development applications with the public present. That was, however, under the former constitutional arrangement when each Elected Member of Executive Council was able to give dissenting or differing views in public.
It is the intention of this Government that the public will continue to be present for the presentation of development applications to Governor in Council, questions about the applications and the rendering of decisions. It is only the deliberating part that may take place without the public present for the reasons detailed above.
Although the new practice is different from the way the system used to operate, firm collective decision making, together with space for rigorous debate, is the proper approach to Government. It is expected that this practice will apply to most Executive Council meetings going forward.
The Chief Minister and her Cabinet are committed to sharing information and where appropriate, decisions will be made public following each meeting.

During the week of Monday, 8, to Sunday, 14 November 2021, St Helena Police dealt with a total of 60 reports, resulting in three arrests.
Three persons were arrested for affray and have now been charged to appear before the Magistrates Court.
Other reports made related to harassment, burglary, cultivating a controlled drug, concern for safety, child abuse, request for Police assistance, neighbour dispute, anti-social behaviour, a domestic incident, road traffic offences, and a person missing from home.
During the week Police proactively carried out a number of community engagements as well as serving summons.

The annual Remembrance Sunday Divine Service, in honour of those who lost their lives in the violence of war, as well as those who had served or survived these wars, was held at the Cenotaph in Jamestown on Sunday, 14 November 2021.
His Excellency, Governor Dr Philip Rushbrook and Mrs Rushbrook attended. The Right Reverend Lord Bishop of St Helena, Dale Bowers, welcomed the many in attendance to the service and invited all to join in prayer. Following prayers the Governor and President of the Prince Andrew School Student Council, Amy Thomas, then gave the act of Remembrance before a two-minute silence was observed, signalled by the Last Post played by members of the First Jamestown Scout Group.
During the course of the service, prayers were led by Pastor Paul Taylor, Envoy Coral Yon, Father David Musgrave, Father David Hall, Deacon Edgar Crowie and Deacon Clarence Roberts.
Shortly after, those present sung the Hymn ‘The Lord is my Shepherd’ before the Governor laid a wreath for the Territory onto the Cenotaph. Wreaths were also laid for The President of the French Re-public, The Government of St Helena, The Royal Navy, The Army, The Royal Air Force, The Merchant Navy, The St Helena Police Force, The St Helena Fire and Sea Rescue Services and The St Helena Veterans Association. Members of the public and school children also laid wreaths.
The Kohima Epitaph was said by Governor Rushbrook:
“When you go home – tell them of us and say, for your tomorrow, we gave our today.”
The service then continued with the Act of Commitment being made and acts of peace being offered amongst those present. The National Anthem was sung and the service was concluded with a Blessing from Bishop Dale.
The Island’s servicemen and women then proceeded with the March-Past parade outside the Court House.

The Highways Authority has given approval to close Field Road from 9am to 4pm on Wednesday, 17, and Thursday, 18 November 2021.
This closure is necessary for Isaac’s Contractors to undertake urgent repairs on Field Road.
During this closure only Emergency Services will be granted access, all other road users are asked to use the diversion route via the Haul Road when travelling to and from the Ruperts area.

The public is advised that the Jamestown Wharf and Lower Ruperts, including the beach area, will remain closed to all members of the public until and throughout Tuesday, 16 November.
This extended closure is due to the MV Helena still being in port, and subsequent cargo operations taking place. The closure will remain in place until the vessel’s departure, which is expected to be on Tuesday evening.
Access to the Jamestown Wharf and Lower Ruperts continues to be strictly prohibited and is limited only to those who have made prior arrangements with Port Control.
