As part of their Neighbourhood Policing Programme, St Helena Police Officers will continue their ‘beat surgeries’ in various places around the Island throughout November 2017.

These surgeries are designed to take place in busy areas where it is easier for more people to attend (see dates & times below).

A questionnaire will also be available so people can tell the Police what concerns them most in their area. This will help the Police identify patterns which will then help them to develop a problem solving plan.

The Highways Authority has given approval for the road to be closed at the Back Way (next to Mr Arthur Osborne’s residence) to Sapper Way from 9am on Wednesday, 8 November 2017, to Thursday, 9 November 2017. This is to enable Connect Saint Helena Ltd to re-position existing manholes, and for the Roads Section to resurface the area around the manholes.

Diversion signs will be in place and as normal, only Emergency Services will be granted access.

The Roads Section would like to apologise for any inconvenience caused, and would like to thank the public in advance for their continued understanding and cooperation.

Executive Council met today with only one item on the Open Agenda.

Council considered and approved the membership of the Electronic Communication Consultative Committee (ECCC) as follows:

The telecommunications licence granted to 20 June 2022 allows for an Electronic Communication Consultative Committee. The committee is made up of five members, three appointed by Governor in Council. The two remaining members are appointed by the licensee (Sure SA Ltd). 

The current chair of the ECCC, Dax Richards, is appointed in his capacity as Financial Secretary.

The Secretary, Thomas Holvey, who was previously the Socio-Economist and is now Policy Advisor, is appointed in that capacity.

The third member, Christine Cooper, is Crown Counsel and is appointed as the nominee of the Attorney General.

Under ‘Any Other Business’, Council recognised the current difficulties being experienced by Airlink in the provision of its service to and from Cape Town, and acknowledged that there was a great deal of work going on to rectify the issues with the appropriate regulatory authorities.  Council also recognised the contingency arrangements put in place to enable passengers to travel from Cape Town but looked forward to a satisfactory conclusion to the negotiations between the Namibian and South African Authorities.

Council commended the work of the Roads Section in effecting repairs to the Ladder Hill Road.  It was recognised that staff worked long hours over the weekend to ensure the road was opened on schedule.

The meeting concluded at 10.50am.

Head of the Governor’s Office, Louise MacMorran, was sworn in as Acting Governor, this afternoon, Monday 30 October 2017.

Louise took the prescribed Oaths in the presence of the Sheriff of St Helena, Mrs Ethel Yon OBE, partner Dave Mothershaw, and colleagues, in the Governor’s Office, The Castle.

Louise’s appointment is effective immediately.

Her Excellency Governor Lisa Phillips departed the Island today for a period of overseas business.

Governor Lisa will return to the Island on Saturday, 11 November 2017.

Elected Members, together with Government Officials will hold a Public Consultation Meeting on Wednesday, 15 November 2017, at 7.30pm at the Harford Community Centre to present the two proposed Sites for the new Prison in the Bottom Woods area of Longwood.

 The two proposed sites are:

  1. West of the Met Station
  2. An area further up, known as the Goat Pen Area

The public, in particular, residents in the Bottom Woods area are encouraged to attend the meeting in order to obtain details of the proposals and to provide their views and comments. 

The layouts of the proposed sites have been placed in the Foyer of Essex House and at Longwood Supermarket for the public to view. Anyone wishing to make any comment on the proposed sites for the new Prison may do so in the comments book that will be left in the Foyer of Essex House or via email to the Secretary to the Prison Project Board, Miss Nicole Plato: nicole.plato@sainthelena.gov.sh by no later than Thursday, 30 November.

The public is advised that the works at Ladder Hill Road are nearing completion and the road will reopen, as scheduled, today, Monday, 30 October 2017, at 12 noon.

Roads Manager, Deon Robbertse, said:

“The team has really bent over backwards to get this done in time, and considering that the weather was not ideal, they still managed to get the work done. I am very proud of the team and of all who helped.

Initially the road will reopen to Private Motor Vehicles only to prevent damage from heavy vehicles next to the new concrete/stone retaining wall and associated backfill, which needs seven days to cure to a suitable strength.

A height barrier will be erected at the top and bottom of Ladder Hill Road to ensure no heavy commercial vehicles can travel on it during the curing process.

Shy Road will also be opened to Private Motor Vehicles only at 12noon today.

It is anticipated that Ladder Hill Road and Shy Road will open fully to all vehicle users on Friday, 3 November 2017.

The public will be kept updated via the local radio stations.

UPDATE

The public is advised that Ladder Hill Road will reopen as scheduled on Monday, 30 October 2017, at 3pm, to Private Motor Vehicles only.

This is to prevent damage from heavy vehicles next to the new concrete/stone retaining wall and associated backfill.

The concrete in the retaining wall and backfill needs seven days to cure to a suitable strength before heavy vehicles/loads would be allowed to drive on the road.

A height barrier will be erected at the top and bottom of Ladder Hill Road to ensure no heavy commercial vehicles can travel on it during the curing process.

Shy Road will also be opened to Private Motor Vehicles only on Monday at 3pm.

It is anticipated that Ladder Hill Road and Shy Road will open fully to all vehicle users on Friday, 3 November 2017, at 3pm.

The public will be kept updated via the local radio stations.

Whilst the ‘halfway path’ leading from Jacob’s Ladder will remain closed, Jacob’s Ladder is now reopened to the public.

Attorney General, Angelo Berbotto, and Director of Safeguarding, Matt Ansell, recently represented St Helena at the first British Overseas Territories Co-Operation in Child Safeguarding (BOTCCS) Inter-territorial Conference, held at the Foreign and Commonwealth Office, London, on 17 and 18 October 2017.

In November 2016 a Memorandum of Understanding (MoU) was signed by British Overseas Territories (BOT’s) concerning the closer co-operation between the Governments of BOT’s and the Government of Great Britain and Northern Ireland to facilitate the joint sharing of information for the purposes of more effective safeguarding of children.

The conference promoted discussion on ways in which the BOT’s can work together when children in need and risky adults cross our borders, when we recruit to roles working with children, when the court orders involving children need to be executed in another BOT’s, and when we provide alternative care for children in need and at risk.

Matt Ansell said:

“This was a really informative and valuable conference creating the opportunity to share ideas, hear from other territories and also contribute to the development of safeguarding practice for BOT’s.

“There were a number of highly respected guest speakers who contributed to discussions and supported the forming of future planning. I must extend our thanks to Penny Nicholson, Crown Counsel for the Falkland Islands, who arranged and facilitated the conference and to the Foreign and Commonwealth Office for their hospitality and ongoing support and commitment towards safeguarding children.”

Angelo Berbotto presented a paper on the legislative reform on St Helena since the Wass Inquiry. This highlighted the improved capability in safeguarding across agencies on Island. This stimulated discussion amongst the participants in relation to safe recruitment and resilience in small territories.
