The Foreign & Commonwealth Office invites nominations for the 2019 Queen’s New Year Honours List.
Persons wishing to submit nominations for the 2019 New Year Honours are reminded that the overriding principle is that honours are awarded on merit for exceptional achievement or any service recently carried out over and above what normally is expected. Where possible, nominations should place emphasis on voluntary services.
It should also be noted that age is not a factor in awarding honours and younger members of the community who have made an outstanding contribution or have given exceptional service, should not be overlooked. It is important that nominations are kept confidential and that nominees are not made aware that they are being proposed for award of an Honour.
Nomination forms are available from Corporate Services at the Castle and can also be requested by email from Miss Linda Benjamin via: linda.benjamin@sainthelena.gov.sh
Completed forms should be returned to the Executive Secretary, Honours Committee, in a sealed envelope, marked Confidential by Monday, 7 May 2018.

A meeting of the Education Committee took place on Wednesday, 21 March 2018, in the St Helena Community College Hall.
The Committee approved the recently updated Personal, Social, Health & Citizenship Education (PSHCE) Policy for schools and thanked PSHCE Coordinator, Cheryl Bedwell, for her work in this area.
A new policy on Home Education was also approved. This policy sets out the requirements for parents and carers who wish to educate their children at home.
Members of the Education Committee approved a plan to begin development of a Research Institute to support and manage research activities on St Helena. The initial stage will see a detailed project proposal developed with a multi-agency working group. The proposed research institute is seen as a component of sustainable economic development on St Helena.
The Education & Employment Directorate presented a detailed outline of upcoming activities to support the St Helena Connected initiative. Key projects include policy development and a wide range of new training opportunities in schools and the St Helena Community College – critical milestones to secure funding for this initiative.
Updates were provided to the Education Committee on the Apprenticeship Scheme and on proposed Maritime training.
The St Helena Community College shared plans for an event in June to promote awareness of a wide range of both new and well-established learning opportunities in the upcoming school year.

Waste Management Services (WMS) would like to advise the public that there will be no changes to existing services over the Easter weekend.
Residents are requested to have their waste ready for collection by 6am on their normal collection day. Late placement of bins may result in missed collection.
It is normal for waste volume to increase at this time of year. Therefore, to maximize bin capacity, residents are advised to flatten all of their Easter Egg boxes prior to disposal.
Public areas and toilet cleaning services remain unchanged. WMS will provide an enhanced service in these areas during the Easter weekend in line with their Cruise Ship Management Plan.
Horse Point Landfill Site remains open to the public 24/7, including Public Holidays. Users are encouraged to recycle as much of their waste as possible prior to any disposal in the Bulky Waste Cell.
When camping, or in other recreational areas, please do not litter. To protect the environment, please ensure that all litter is properly disposed off in the public litter bins provided, with larger volumes of litter bagged accordingly.
WMS would like to thank the public for their continued cooperation.

The Lower Rupert’s area, including the beach, will be open to the public following her departure.

Chairman of the St Helena All Party Parliamentary Group, The Right Honourable, Andrew Mitchell MP, at the invitation of Elected Members, is scheduled to visit St Helena on Saturday, 14 April 2018. Mr Mitchell, who was also the Secretary of State for International Development that approved the Airport Project, will be on-Island for an overnight stay, and will undertake a number of site visits, tours and meetings.
Mr Mitchell has a busy programme and amongst other activities will visit the Comprehensive Development Area (CDA) site at Bottom Woods, HM Prison and the proposed prison sites in Longwood, the General Hospital, the Community Care Centre, Rupert’s Wharf and the Fisheries Complex.
Mr Mitchell will also meet with Her Excellency the Governor, members of the Legislative Council and Senior SHG Officers to discuss key issues and challenges for St Helena. These include economic growth and investment opportunities and the need for capital investment in key infrastructure projects.
In addition, there will be an opportunity for Mr Mitchell to meet representatives from the private sector at a reception which will be hosted by Her Excellency the Governor, Lisa Honan.
On Sunday, 15 April, Mr Mitchell will attend a Press Conference and will be given a tour of the St Helena Airport facilities.

Road users of Sandy Bay Beach Road are advised that, due to the recent heavy rains and flooding in the Sandy Bay area, the road has been deemed unsafe for use by vehicular traffic.
Pedestrians and drivers may still use Sandy Bay Beach Road at their own risk.
All persons are advised to exercise extreme caution when using this road.

Executive Council met this afternoon with only one item on the Open Agenda.
Council considered and agreed to advise the Governor to authorise a draft Withdrawal Warrant to reduce directorate appropriated budgets. Council had previously agreed to this course of action pending the decision of DFID in respect of ring fenced budgets i.e. budgets that had been allocated to a particular type of expenditure only. Following the decision of DFID to release the ring fenced budgets, this could now be enacted. This is a means of balancing the budget at year end.
The meeting closed at 2pm.

SHORT ONLINE SURVEY
The Health Directorate is developing new community initiatives and services to help prevent diabetes and heart disease on St Helena.
At present, the Saint community experiences a burden of high levels of diabetes, heart disease, stroke and various cancers (even compared with many other countries that share these problems). Early onsets of illness, disability, and deaths from these causes have become a too common experience in the community.
The Health Directorate is therefore encouraging people on St Helena to help them develop these new initiatives by completing a quick online survey, found here: https://kwiksurveys.com/s/rEDAQV2A#!/0. The questions are on activity, diet, and smoking, and the survey is completely confidential and anonymous.
Alongside smoking, having an unhealthy diet and being overweight are two of the leading risk-factors for the abovementioned conditions, but they are ‘modifiable.’ That is, if people in the community can make certain lifestyle changes then they can significantly reduce their risk of these conditions. Also, people who already have these conditions can experience less illness and disability and improve their life expectancy and quality of life.
Many people in the community are already broadly aware of the issues and have some knowledge of the steps they and their family can take to stay healthy. Yet, while this can be enhanced by encouragement/support to start making some small lifestyle changes, these things alone will not enable people to make a shift.
In 2018/19, under a new strategy on Health Promotion, the Health Directorate will be working with various parts of the community and different organisations to develop ways to make it easier for Saints to make the kind of lifestyle choices that will keep them and their families healthier. The information received from the survey will go a long way in helping the Directorate understand how best to do this.
The closing date for completion of the survey is on Friday, 30 March.
