During the week of Monday, 19, to Sunday, 25 October 2020, Police dealt with a total of 30 reports, resulting in two arrests.
A person was arrested for breaching an Anti-Social Behaviour Order, being in possession of an offensive weapon measuring over three inches, affray, and criminal damage. As a result, this person was charged and bail was refused. After appearing in the Magistrates Court, the person was remanded at HM Prison and is due to appear in court at a later date.
A person was arrested for assault whereby they were charged and bailed to appear before the Magistrates Court at a later date.
A report was made of a person breaching their Sexual Offences Prevention Order, this is under investigation.
A report of theft was made and is being investigated.
A further report of theft was made, however it was established that this was in fact a civil matter whereby the appropriate advice was given. There was no further action from the Police.
A report was made of anti-social behaviour whereby persons were consuming alcohol and urinating near a residence in Jamestown. This matter is being looked in to.
A fire was reported in the Castle Gardens. Police Officers, and members of the public on scene, managed to contain the fire with hoses and fire extinguishers before the arrival of the St Helena Fire & Rescue Service (SHF&RS). The SHF&RS safely extinguished the fire and the matter is now being investigated.
A concerned neighbour reported a bush fire near their home. The SHF&RS was called out, however upon their arrival, the person responsible for the fire had already taken the necessary safety precautions to contain and control the fire. This resulted in no further action and the reporting person was updated accordingly.
A few road traffic offences were reported such as vehicles causing unnecessary obstruction, leaving a vehicle on a gradient without the appropriate gear engaged, careless driving and using a motor vehicle without valid insurance, all of which were dealt with.
The medical team requested the assistance of the SHF&RS to deal with an issue that was dealt with without incident.
A report was made of a loose dog in the Half Tree Hollow area. Advice was given on the matter.
A report for concern of safety was reported regarding a power kite. No damages or injuries were sustained after the controller of the kite set it down.
A number of summons were served, community engagement was carried out, and a number of officers received reaccreditation as First Aid Responders.

- SHG has entered into a contract with Henry’s Contractors for the Exploratory Boreholes and Groundwater Drilling Project
- The exploratory drilling is estimated to take approximately two weeks
- The first task is to carry out a drilling test to assess the performance of the 310WW Trailer Drill Rig
Following an open procurement exercise conducted in October 2020, St Helena Government (SHG) has entered into a contract with Henry’s Contractors owned by Mr Barry Henry, of Red Hill, Levelwood, for the Exploratory Boreholes and Groundwater Drilling Project, to be carried out at the Ring Road, Francis Plain.
The exploratory drilling is estimated to take approximately two weeks, however, the first task is to carry out a drilling test to assess the performance of the 310WW Trailer Drill Rig provided by Connect Saint Helena Ltd (CSH) for the Project. Once the test drilling has been successfully completed, the main exploratory drilling will go ahead as planned under the supervision of Economic Development Investment Programme (EDIP) Consultant, Alan Hudson.
The Project, which was prioritised by Executive Council earlier this year, is co-funded by EDIP and CSH.
The public is advised that the Ring Road at Francis Plain will be closed during these works.
Members of the public will be kept informed of progress.

- EDC endorses Communications, Networks and Services, and Company Registry Policies
- The revised Fish Catch Limits Table and minor policy changes approved
The monthly meeting of the Economic Development Committee (EDC) took place on Thursday, 22 October 2020, and the following is a summary of the main items discussed:
EDC endorsed the Policy on Communications Networks and Services after a six-week consultation period, and the inclusion of changes based on comments made. The Policy on Communications Networks and Services is a comprehensive piece of work which will provide the framework by which future public communications licences shall be negotiated. It also introduces a role for an independent regulator, and a requirement for a surveillance commissioner. The EDC noted that further work on data protection and on cybersecurity will need to be developed going forward. The Policy will go forward to Executive Council for agreement.
EDC endorsed the Company Registry Policy after a six-week consultation period, and the inclusion of changes based on comments made. The Company Registry Policy aims to modernise St Helena’s existing Company Registry and incorporates the principles of beneficial ownership transparency, the expectation of sound business practice by companies, non-discriminatory taxation and anti-tax
avoidance. The Committee noted that changes will affect businesses working internationally and medium and large sized businesses, not those businesses who are currently registered on St Helena. The Policy will go forward to Executive Council for agreement.
Enterprise St Helena (ESH) presented an overview of their progress and performance as at the end of September. Mention was made of the ongoing support that ESH is currently giving St Helena Government (SHG) via the administration of the current COVID-19 Hardship Support to the business community, details of which have recently been published by SHG. Reference was also made to the international exposure achieved by the Island as a result of International Coffee Day and the Virtual Island Summit. Whilst at a local level an agricultural market had also been held in recognition of World Tourism Day. ESH has launched a bespoke agricultural support scheme which is seeing good take up, as have the distance learning opportunities recently advertised. In addition to providing a quarterly update, the Director of Tourism presented a memorandum – ’St Helena Tourism COVID-19 Recovery Strategy’ – which was endorsed by Members of EDC for presentation to Executive Council.
The St Helena Tourism COVID-19 Recovery Strategy documents the Island’s intended response to the pandemic in phases – Immediate to Short Term and Medium to Long Term, whilst focusing on the promotion, product and experience development during each phase.
The Fisheries and Marine Sections of the Environment, Natural Resources and Planning Directorate (ENRP) requested the Committee to endorse the revised Fish Catch Limits Table and amendments to policy to allow the Fishing Licencing Policy to be completed and to begin implementing a revised licencing process for fishing activities on St Helena. In July 2020, EDC had asked the ENRP team to undertake further consultation with fishing stakeholders on the Fish Catch Limits Table before they could give consideration to endorsing the Table. This was undertaken in August 2020 to determine what changes fishing stakeholders would like to see to the Table. Stakeholder feedback was taken into account as part of this process and the Catch Limits Table revised to represent this feedback where it was felt appropriate.
After a period of discussion, the Committee approved the revised fish Catch Limits Table and minor policy changes as follows:
- To allow the inshore commercial fleet to use droppers to catch bait species all year round
- To allow recreational vessels to process pelagic species with minimum sizes aboard the vessel
- To allow fish caught under a Sport Spearfishing Licence to be sold to a fish processing establishment as specified in St Helena’s Fish and Fish Products Ordinance, 2010.

Tyler Anthony of Pilling Primary School has won the competition to design a logo for the Island’s School Nurse Service.
The School Nurse Service launched the competition in mid-September and invited pupils from years 5 and 6 in Primary Schools and students from years 7 and 8 of Prince Andrew School to design a logo and slogan that will be used by the School Nurse Service for their posters, leaflets and T-shirts.

Tyler’s design was selected and is now the School Nurse logo. William Caswell (pictured left) of Prince Andrew School was also thanked for allowing the team to use his slogan ‘Healthy kids learn better’ from his entry as the School Nurse Service motto.
The School Nurse team commented:
“We would like to give a huge thank you to all of the young people who took part in the School Nurse logo competition. We had over 39 entries that were all amazing and really met the criteria that we were looking for. Each young person put their heart into designing an image that was unique, colourful and representative of St Helena, and the Island’s wonderful culture, with the School Nurse in mind. Due to the fact that we had so many entries, we had to take some additional time to choose our favourite and get some much needed help from our Health colleagues. We would also like to say thank you to all of the parents who supported their children with their entries, and thank you to the teachers for facilitating the time for the children to complete their logos in some lesson time.”
Certificates were also presented to all pupils and students who took part in the competition.
All of the entries are now on display in the Canister window.

The Draft Immigration Policy is out for Public Consultation until 11 December 2020.
The Immigration Working Group will be conducting a series of public consultation meetings and drop-in sessions to discuss the draft Policy starting on Monday, 2 November 2020.
The Draft Immigration Policy establishes the framework through which St Helena Government (SHG) will provide a high quality, customer oriented Immigration Service that facilitates and supports SHG’s principles of economic growth whilst continuing to ensure effective border control.
The draft Policy is the result of efforts by a Working Group with membership representing Elected Members, SHG’s Immigration Service, Enterprise St Helena and other SHG officers.
The public consultation meetings are scheduled to take place at 7pm on the following dates:

- SHG has entered into a contract for the refurbishment of the Public Toilets in Levelwood
- General refurbishment works, upgrading of sanitary ware, and new lighting and windows will be installed
- Works are expected to be completed by the end of November 2020
St Helena Government has entered into a contract with Clint Fowler of Longwood Hangings for the refurbishment of the Public Toilets in Levelwood. This follows an open procurement exercise conducted in October 2020.
In addition to general refurbishment works, existing sanitary ware will be upgraded to anti-vandal, and new lighting and windows will be installed. The works are expected to be completed by the end of November 2020.
The public is advised that the toilets will be closed for the duration of these refurbishment works.
This project is being funded under the Economic Development Investment Programme (EDIP) Micro Projects. Executive Council previously agreed a number of smaller Micro Projects under EDIP, which can be implemented relatively quickly with a low total cost and which are not subject to detailed business cases.
Members of the public will be kept informed of progress and are thanked for their understanding during these refurbishment works.

The next Titan Airways charter flight will operate between the United Kingdom and St Helena during the week beginning 30 November 2020.
Passengers considering travelling on this flight are asked to register their interest by 9am on Monday, 2 November 2020. This strict deadline is necessary to allow the aircraft and flight arrangements to be made. Late requests will only be considered on an exceptional basis.
Interested persons should register their name with the St Helena Tourist Office by contacting: christina.plato@tourism.co.sh or calling + (290) 22158.
Persons based on Ascension Island should register their interest through the Shipping and Travel Office by contacting: flight.bookings@ascension.gov.ac.
Availability of both inbound and outbound seats on all charter flights will continue to be assigned on a priority basis. The passenger capacity of the flight is not yet known and will be dependent on passenger demand and the chosen aircraft type.

The Health Directorate would like to advise the public that, due to staff illness, it will not be possible for the Pharmacy bus to attend Longwood Clinic tomorrow, Wednesday, 28 October 2020.
If any member of the public attending Longwood Clinic has an urgent requirement for their repeat prescription, please contact the Pharmacy in Jamestown on tel: 22500 by no later than 10am tomorrow. Arrangements will be made for the repeat prescription to be delivered to Longwood Clinic at 2pm on Wednesday.
All other arrangements for the clinic will proceed as normal. There will not be any interruption to services at the Pharmacy in Jamestown.
The Health Directorate apologises for the inconvenience caused.

Remembrance Sunday falls on 8 November 2020. On that day The Right Reverend Lord Bishop of St Helena Dale Bowers will conduct a Divine Service at the Cenotaph. His Excellency the Governor will attend.
All persons wishing to take part in the Divine Service are asked to assemble at the Cenotaph by no later than 10.40am.
It is on this day that we not only remember with gratitude those persons who fought and lost their lives in the violence of War but we also honour and pay tribute to those who served and survived these Wars.
A special place will be reserved at the Cenotaph for serving and ex-servicemen and women and also St Helenians who served on the old RMS St Helena during the 1982 Falklands War and it is hoped that many will attend the Service.
You are also reminded to stay hydrated and drink plenty of water before and during the Service.

Following an open procurement exercise conducted in October 2020, St Helena Government (SHG) has entered into a contract with Mr Alwyn Yon of Blue Hill for the St Paul’s Primary School Covered Area Project.
This Project is for the construction of a partially clad timber structure to provide weather protection over the existing tarmacked area adjacent to the main school buildings. Completion of these works is programmed for mid-November 2020.
The St Paul’s Primary School Covered Area Project is being funded under the Economic Development Investment Programme (EDIP) Micro Projects. Executive Council previously agreed a number of smaller Micro Projects under EDIP, which can be implemented relatively quickly with a low total cost and which are not subject to detailed business cases.
