Since early November 2015, fly tipping outside of the Horse Point Landfill Site has become a regular and unfortunate occurrence throughout the week. Fly tipping of waste is an Offence under the Environmental Protection Ordinance, which states:
Penalty for Unlawful Deposit of Waste
- (1) A person is guilty of an offence if he deposits or knowingly causes or permits to be deposited any waste in a place to which this section applies.
(6) A person who contravenes subsection (1) is guilty of an offence for which the maximum penalty on conviction is (subject to any limitation of the powers of the Magistrates’ Court) an unlimited fine or imprisonment for five years, or both.
The Landfill Manager and Operator have significant responsibilities in managing the Landfill site to the highest standards of health & safety. This includes domestic, bulky and hazardous waste management, incineration of waste, bird strike mitigation for Airport operations, engineering of future domestic and bulky waste cells, maintaining the public recycling facility and other waste management operations and excavations up to 12m deep.
Environmental Risk Manager, Mike Durnford said:
“Valuable work time is lost when landfill staff have to clean up fly tipping that has occurred outside the site by the inconsiderate and irresponsible behaviour of a minority within the community. All fly tipping will be reported to the Police and investigated.
“The site is not safe for the public when it is unmanned and domestic customers who are unable to access the landfill site during opening hours are encouraged to book the free bulky waste collection service.
“We are committed to working in partnership with stakeholders for a cleaner and greener St Helena.”
The public is reminded that the opening times for the Horse Point Landfill Site are as follows:
- Monday to Sunday – 9am to 3pm
- Public Holidays – Closed
