The Development and Economic Planning Department comprises several Sections which provide information and services to various clients. These Sections concentrate on environmental matters, statistics, port management, economics and development projects which are funded by outside agencies such as the Department For International Development, United Nations and the European Union.
Key services provided by the department are as follows:
Administration
Liaise between the St Helena Government and Donor Agencies
Management of large-scale donor assistance
Monitor physical and financial progress during project implementation
Monitoring of all DFID and EU aid funded projects and, UNDP-funded projects
Economics, Project Planning Section
Provision of economic advice and information to the St Helena Government as well as providing assistance to Departments on project identification, design and implementation.
Monitoring the Development Assistance Budget
Co-ordinating multi-disciplinary appraisal and preparation of project appraisals
Statistics
Collection of statistics
Provision of statistical information
Compilation of the annual Statistical Yearbook
Compilation of the annual statistical fact card
Production of “Statistical News”
Monitoring of retail price and building cost indexes
Interpreting statistics for St Helena Government Departments
Monitoring cost of living
Updating statistical information for International Donors and Development Organisations
Environment
Co-coordinating the implementation of the Environment Charter with guidance from the Environmental Advisory Consultative Forum
Promotion of environmental issues
Assessing environmental impacts of projects, developments and policies
Identifying and monitoring appropriate mitigation measures
Identifying, developing and co-ordinating or providing support to other sectors/ bodies to take forward environmental projects or policy initiatives
Providing information and advice on all aspects of environmental matters
Port Management
Ensuring St Helena's compliance with international Port Facility Security requirements
Management of day-to-day operation of the port
Undertaking boat inspections and licensing of coxswains Hoisting and launching boats
Maintaining navigational aids
Assisting vessels with navigational matters
Maintaining Government moorings
Facilitating efficient and timely cargo movement
Keeping the wharf and harbour clear of hazards and rubbish
