EXCO REPORT – Tuesday 2 February 2016

Executive Council met today, Tuesday 2 February 2016, to discuss three items on the Open Agenda.

The Governor welcomed everyone present and thanked Sean Burns for undertaking the role of Governor’s Deputy during his absence on overseas leave and business.  He also welcomed Councillor Gavin Ellick who is currently deputising for Councillor Pamela Ward Pearce – and thanked those members of the public present.

The first item was an Application under the Land Development Control Ordinance 2013 for Outline Development Permission for the Proposed Millennium Holiday Park, at Bradley’s.  The application was to permit a change of use of land and related operations, retaining and altering buildings in order to provide a 60-bedroom letting accommodation, ancillary buildings and recreational facilities.

There were four written objections to this application.  Each applicant was invited to present their objections at today’s ExCo meeting, but none did so.  The applicant for the Outline Development Permission was also invited to make a presentation, which he did.

Exco approved the application, with various conditions as recommended by the Land Development Control Authority.

The second item was an application by Connect St Helena for Development Permission to site a water reservoir (tank), to allow for vehicular access and parking, and works to allow for a retaining wall and screen walls, plus landscaping at Longwood.

Three objections to this application were heard by ExCo at today’s meeting.  ExCo did not approve this application.

The third item was for ExCo to consider and approve the Welfare of Children (Amendment) Bill 2016 for publication and presentation to the formal sitting of Legislative Council in March 2016 – to which ExCo agreed.

As this Bill contains minor amendments to the principal Ordinance, it was agreed that there should be some public communications explaining the amendments.  A related press release will follow.
